A SPECIAL DRIVE FOR AWARENESS GENERATION THROUGH 1000 NOS OF SPECIAL MOTHERS’ MEETING: HOOGHLY

   

                                 On the occasion of the 30 years of ICDS ( 1975 – 2005) ,a composite Awareness Programme has been launched in Hooghly District for holding 1000 Mothers meeting with Health camp in remote areas with special emphasis on awareness strategy on social issues under the name of “ Sarbik Sachetanata Abhijan “. This programme is being implemented through the 18 ICDS Projects  of the District. The Child Development Project Officers are the Nodal Officer in this respect.

                   The  following issues have been taken up for awareness generation    :-

  1.      Services of ICDS

  1. Health & Nutrition Education.
  2. Health and Family Welfare issues particularly Immunisation, RCH and Mothers care & personal Hygiene.
  3. Issue related to persons with Disabilities.
  4. Awareness on Social Issues like Gender Discrimination,Early Marriage,Dowry,Atrocities on women including girl trafficking,Child Labour etc.
  5. Convergence of Health , Education , ICDS & Panchayet Raj Institution .

        The District Administration has taken up the following steps for smooth implementation of the Programme :-

           a)  As a training material for the field level Workers and Panchayet functionaries a 

              book named “ Alor Thikana” has been published.

b)     A good number of leaflets under the signature of the District Magistrate  Hooghly & the Sabhadhipati Hooghly Zilla Parishad have also been widely circulated for raising awareness .

c)      District Administration has developed some NHED materials like big posters ( 5”-3”) containing messages on Gender equality , abuses of Early Marriage , Dowry and other Social Issues along with messages on ICDS ,Health and persons with Disabilities .

d)     Audio Visual show have been arranged in 72 spots with the help of  Field Publicity Unit , Govt. of India and the District Information & Culture Officer, Hooghly. ( A  detailed Programme is enclosed  ).

e)     Arrangements are being taken for Drama / Path Natak in 100 spots by the professional team. ICDS children , A W Workers and village mothers are performing “ role play” on social issues.

f)         To evaluate the effectiveness of the meeting a Quiz contest and extempore for the village mothers at the end of each meeting has been organized. Apart from that Baby Show for the children are also being conducted in some mothers meetings.

g)     Some Flip Charts covering the basic themes of this Programme has also been developed by the District Authority for the Field Worker .

h)      With a view to evaluate and monitor the Programme a general format has been devised by the District Administration which will cover the synopsis of each meeting.

 

                     An amount of Rs.10,00,000 /- ( @ Rs. 1000 /- per meeting ) has been received from the Deptt. of Health & Family Welfare. Govt. of West Bengal . Total Budget for the program is Rs.16 lakhs , out of which Hooghly Zilla Parishad has earmarked a sum of Rs. 6,60,000 /- under Sarba Siksha Avijan , Dist. Health & Family Welfare Samity, DRDC and Total Sanitation Campaign etc. Janasiksha Prochar Kendra , a prominent NGO of this District has extended their hands of Cooperation by way of technical support in developing Flex Banners & Flip Books. This organization has also donated paper-sunguards having effective messages on issues of Social Securities, Health, and Sanitation etc.

      105 nos of such Mothers’ Meeting have already  been organised in different blocks of this District from the month of November 2005 to till date. These meeting are being attended by the Sabhadhipati, HZP, District Magistrate, Addl. District Magistrate. PD. DRDC, SDOs ,BDOs,MLAs, Sabhapatis of Panchayet Samities , Prodhans & members,NGOs ,School Teachers & other Block level officers as per their convenience.

AMAR ADHIKAR   
A banner of 5’x 3’ size depicting child rights “AMAR ADHIKAR”. 25 sets of such big banners on good quality plastic clothes have been prepared, @ one each ICDS project. There are five banners in each set, other topics being package of services provided by Anganwadi Centres (Pic 3), Rights of disabled children (Pic 2)., Awareness against child marriages, dowry, girl trafficking and atrocities against women (Pic 4).

SARBIK SACHETANTA ABHIJAN

Such meetings have been started throughout the district.        Health Check up camp by local health workers, weighing of all children, status of child weight on growth chart, distribution of iron tablets to eligible mothers and adolescent girls and creation of awareness on social issues like dowry prohibition, child marriage, discrimination against girl child and girl trafficking through short drama, songs and audio visual shows are some of the activities during these meetings. Picture 6 above shows a drama presentation on early child marriage, two child norm and equal rights to girl and boy. RELEASING FLIP CHART ON ICDS SERVICE
Shri Binod Kumar, IAS District Magistrate Hooghly releasing flip chart on ICDS service package on 01st January 2006 at Rajyadharpur under Serampore Uttarpara. Four types of such flip chart one each on ICDS services, Immunisation, Mother & child care and Social Issues have been developed locally in collaboration with Jan Shiksha Prochar Kendra (JSPK), an NGO. Total 400 copies @ 4-5 each CDPO have been printed on good quality paper.
NEW FOOD MODEL
New Food Model launching at Rajyadharpur on 1st January 2005. Eggs, seasonal vegetables, edible oil and fortified salt have been introduced at AWCs.
ALORE THIKANA
Smt. Krishna Banerjee, Sabhadhipati Hooghly Zilla Parishad releasing booklet “ALOR THIKANA”. This information booklet contains IEC messages and training inputs for the use of AWWs and other field level staff/ workers. Information have been compiled and edited by team of ICDS officials and workers of Hooghly district under leadership of DPO (ICDS) and ADM (G), Hooghly. 10000 copies of the booklet have been printed. Smt. Banerjee herself has suggested the title of the book. Copies of this informative booklet are being distributed among all panchayats members, AWWs, health workers, NGOs and SHG leaders of this district in addition to planners, public representatives and administrative officials.

                                                      Reaching out to the needy

Dec. 25. — The programme for the integrated development of children covering their health, education and family environment all over the country, known as Integrated Child Development Scheme (ICDS) stepped into the 30th year of its commencement. And to celebrate the occasion, the district administration of Hooghly, especially the department of ICDS, in association with the local panchayats has undertaken a unique venture, probably the first of its kind in the state, which bears the icon of “Sarvik Sachetanata Abhijan” (a total awareness campaign) on the line of Sarva Siksha Abhijan, to reach out to the mothers and children in the remotest parts of the district.
“We have identified 1000 villages, almost inaccessible, in the district where we are running this special drive to conduct the Matri Sabhas (Mothers Meetings). There we are conducting meetings with the help of banners, posters, and leaflets to make the mothers – to be covered under ICDS – aware of the services of the scheme and some social evils like dowry, early child marriages and child labour as well” Mr Binod Kumar, the District Magistrate, Hooghly told The Statesman.
“Actually we were trying to take a stock of the situation after thirty years of the ICDS programme in the district. We found that there were areas where we could not reach due to natural obstacles. Mothers as well as their offspring remained outside of the programme. Then we devised a special programme and targeted 1000 such areas in all the 18 Blocks to be covered by March 2006”, said Ms Minakshi Mukhopadhyay, the district project officer.
It is to be noted that the objectives of the ICDS is
n To improve the nutritional and health status of children in the age group of 0-6 years
n To lay foundation of psychological, physical and social development of the children
n To reduce the incidence of mortality, malnutrition and school drop out
n To achieve effective coordination of policy and implementation among the various departments to promote child development and
n To enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education
“We have tried to go beyond this purview of ICDS while carrying out the special drive. We are also making people, especially the women, aware of the menaces of girl trafficking and dowry, atrocities on women, early child marriages and child labours”, said Mr Onkar S Meena, the ADM (G), who is the driving force behind the entire project that the district administration has undertaken successfully so far.
And in the special mothers’ meetings the administrative officials along with the anganwadi workers are making the women aware not only about the “services delivered under ICDS” but also about the social evils like dowry, early marriages and child labour. “We have stressed more on the convergence not only among the issues but also on the government departments. Here in this programme, the departments of health, education as well as the panchayats are working in tandem”, Ms Mukhopadhyaya said. And Mr Kumar echoed that: “We are getting very good responses from all walks of the society”.
According to Mr Meena, this special programme is being carried out with the help of the Self Help Groups, local people, panchayat members and the teachers. “The children as well as their mothers are being involved to make little skits or street dramas to describe the menaces of dowry or child marriages, thanks to the anganwadi workers who have been working amongst them. We have also taken help of the cultural wings of the state government as well as the Film Publicity Division of the union government”, Mr Meena said.
“So far the project cost has been estimated as Rs 16 lakh. The state social welfare and family planning department has provided Rs 10 lakh for the programme. We have collected Rs 6 lakh locally”, said the DM. However, going by the responses, the local panchayats have shown, the administration believes that “money won’t be a constraint”.
The ICDS programme mainly concentrates on children below 6 years of age and expectant and nursing mothers. “Since January 2006 we will be able to provide the mothers and children food worth Rs 2 per head comprising green vegetables, eggs and salt fortified with iodine and iron. The order is already there and we have started working on that”, said the ADM. It is to be noted that so far the allocation for food was 80p per head.
So far there are 3159 ICDS centres in the district. “A few more centres would be added soon and we hope to spread the programme so that no one is left out”, said Ms Mukhopadhyaya. She said that the department would soon bring out a publication on the drive. “Our effort will be successful if other districts too take such initiative to make the ICDS a grand success”, opined Ms Mukhopadhyay. And that the government is also stressing on the proper functioning of the scheme is evident that it has increased the honorarium of the Anganwadi workers recently from Rs 1200 to Rs 1400 per month.
