The self employment scheme  Prime Minister Rojgar Yojana and unemployed educated youth has been launched by the Govt. of India in the year 1994 after announcement by the then Prime Minister Late P.V. Narashima Rao on the occasion of Independence day on 15th August, 1993 and the said scheme had been commenced on 2nd October, 1993, the birthday of Farther of the Nation M. K. Gandhi. The scheme was initially for the Metropolis and Municipal Towns throughout the country and later on from the year 1994 and onwards the rural areas were also incorporated in the scheme.

At the very beginning the eligibility criteria for applying for an youth for assistance under this scheme were

1.    Matriculate or Class X passed or I.T.I. on technical qualification for at least 6        

      months from Govt./Govt. affiliated Institution.

2.    Age between 18 years to 35 years.

3.    Continuous 3 years residency in the area.

4.    Family's annual income within Rs. 40,000/-

Later on several modifications have been made time to time from the Director PMRY D.C. (SSI), Govt. of India and the following norms and guidelines are being followed at present.

1.    Minimum educational qualification  -  class VIII passed.

2.    For general category applicant age is between 18 to 35 years and S.C., S.T. Ex-servicemen, Physically handicapped & women candidate category age is between 18 to 45 years.

3.    Continuous 3 years residency in the area (Covering the district he/she resided)

4.    Experience (If any) in the time

5.    Family income  :

Candidate and his/her spouse's annual income has raised up to Rs. 40,000.00 and parent's income separately within Rs. 40,000.00

At the very beginning from 1993 to 1998 an applicant have had to apply for a project on either on Industry category or Service or Business categories with project cost Rs. 1 (one) lakh only.

Now an applicant may seek assistance for Bank under this scheme for 'Industry' & 'Service' categories up to Rs. 2 lakhs and 'Business' category up to Rs. 1 lakh.

There is a provision for subsidy 15% of the Project Cost sanctioned but a ceiling limit up to Rs. 7500.00 only for each candidate.

Joint venture are being entitled for this scheme up to Project Cost of Rs. 10(ten) lakhs.

Generally the applicant may submit his application in format (supplied by the D.I.C.) in duplicate with all testimonial's copy to D.I.C. office (Other than Hooghly district) or his/her local Block Municipality/ M.Corporation Office (For Hooghly district).

Then he/she has to attend an interview in 'Screening Committee's meeting for his/her eligibility for sponsoring the case to bank.                      would send  that case to concerned Bank Branch. The Branch Manager of the Bank would make joint inspection with I.D.O. concerned for disposal. Whenever a case is being selected for sanction, the Manager of that bank would intimate to the D.I.C. Office for statutory EDP Training for twenty days or 10 days according to project category. General Manager, D.I.C., Hooghly will arrange for such E.D.P. Training. The case is then ready for disbursement by the Bank.
