About Us

Single Window Cell for entrepreneurs in Hooghly District

            The district of Hooghly, as we all know, was once an industrial hub of West Bengal.  Though it has lost much of its past glory, the district can still take pride in offering the best opportunities for development of industries due to its advantage of raw materials, skilled labour, easy finance, power, having proximity to Kolkata and having a congenial industrial atmosphere.  This is evident from the fact that quite a large number of entrepreneurs are coming forward to set up industries, small scale as well as large and medium scale, in the district. 

            Before setting up an unit an entrepreneur has to go through various procedures such as identification of land, mutation / conversion of land, registration by DIC, in case of SSI and DI / WBIDC in case of medium and large scale industries arranging finance, getting electricity connection, obtaining Trade License / NOC from the Panchayats / Municipalities etc.  This requires visiting each & every office concerned to get license / NOC which is not always without their fair share of problems.  These sometimes frustrate the zeal of the entrepreneurs at the very beginning. 

            It was thus increasingly felt that a system needs to be developed through which the problems of the entrepreneurs, in connection with setting up of a unit, can be addressed from a common platform and remedial steps can be taken accordingly.  Major hurdles that the entrepreneurs come across are mostly found to be related to identification, mutation / conversion of land, clearing bank finance, getting electricity connection, obtaining Trade License / NOC from the Panchayats / Municipalities, obtaining NOC from WBPCB etc.

             Keeping this in mind a Single Window Cell has been constituted in Hooghly Collectorate to discuss the grievances / applications on the above issues and to assist the entrepreneurs.  The Cell functions under the Chairmanship of the Additional District Magistrate (General) and Additional District Magistrate & District Land & Land Reforms Officer, Additional District Magistrate (Land Acquisition) representative of WBSEB / CESC, General Manager, District Industries Centre, Lead District Manager are other members.  Officials of other departments, as per necessity are also invited.  

            At present the meeting of the SWC is held on the 7th of every month.  If 7th is a holiday the meeting is held on the next working day.

             A large number of cases related to land, electricity, tree felling permission, bank finance, administrative clearance etc. have been sorted out by this Cell.

             An entrepreneur may apply to either District Magistrate / Additional District Magistrate (General) or to the General Manager, District Industries Centre stating the problems faced by him / her in connection with setting up of an unit.  The problems are then discussed in the SWC meeting and authorities concerned are requested to take appropriate measures.  16 (sixteen) such meetings were held in the last two and half years.  The SWC has been quite effective in mitigating problems related to mutation / conversion of land, bank finance, electricity connection and other related problems.                                                                                       

 The facilities of the SWC have so far been provided to the SSI units only.  In the meeting held on 16/08/2004 it has been decided that large and medium scale industries may also put forward their problems at the SWC for assistance. 

            At the time of issuing provisional registration to an SSI unit the entrepreneurs are informed by the DIC of the existence of the SWC at the district level so that they may take the opportunity of the facilities offered by the Cell in case they face any difficulty at the subsequent stage.

             We have also gone ahead in preparing an web-page in the official website of District Magistrate, Hooghly where procedural guidelines for different departments e.g. Office of the District Land & Land Reforms Officer, West Bengal State Electricity Board (WBSEB), Calcutta Electricity Supply Corporation (CESC), West Bengal Pollution Control Board (WBPCB), Banks etc. will be posted so that anyone desirous of setting up an unit may get the requisite information from the website without visiting different offices to collect the guidelines.

# Siting policy for Special Red category industries : Industries mentioned in the list of Special Red category cannot be permitted in Municipal areas falling under Kolkata Metropolitan Area (KMA). These can however be set up beyond the Municipal areas of KMA with adequate pollution abatement system subject to site clearance by local bodies. However, for the categories of industries in serial number 23, 25, 29, 40 & 46 of the above list, the consideration for siting in KMA will be location specific and will be decided by the Board.

# Siting policy for Orange category industries : Industries mentioned in the list of Orange category can be permitted in all municipal areas other than Kolkata Municipal Corporation (KMC) and Howrah Municipal Corporation (HMC) areas [except added areas of HMC] or within Industrial Estates in case of KMC & HMC area with adequate pollution control measures subject to the condition that the site clearance should be obtained from the Municipal authorities for siting up of new units. However, for the categories of industries in sl. nos. 1, 11, 13, 14, 24, 30 & 32 of the above list, the consideration for siting outside industrial estates in KMC & HMC area will be location specific and will be decided by the Board.
