viii) Maintenance of clearliness of this Collectorate and its environment.

 ix) During emergency like Flood, Drought, Election etc. urgent measures are taken from this Deptt. as situations demand.

    i) The particulars of its organization, functions and duties :-

            Nezarath section is one of the pivotal units of every District administration. All infrastructural works, Establishment works of Group D and excepting a few sections draw and disbursement works are done by this section. Protocol duty, treatment of VIP, purchase of various materials, maintenance of stock register, payment of monthly salary are also the parts and part cells of this section.

            Purchase of various necessary articles for official purpose and maintenance of stock register including dead stock. Preparation of Pay Bills of Group D Staff and contingent Bills against various purchase & allotment received from Government. Payment of Salary, T.A., Contingent  and all kinds of bills.  Administration of the Establishment of Gr.D Staff including transfer, posting and  maintenance of GPF Account. Arrangement of meeting at Circuit House, Meeting Hall,  accommodation and refreshment  of official Guest, supervision & supply and maintenance of furnitures, light, fan, telephone etc. for smooth running of official work. Arrangement of Special Messengers for servicing letters of this Collectorate. During emergency like Flood, Drought, Election etc. urgent  measures are taken from this Department as situation demands. Maintenance of cleanliness of this Collectorate and its environment.

    ii) The powers and duties of its officers and employees :-           

            The section is under the direct control of A.D.M.(G) and overall supervision of  the District Magistrate, Hooghly. All employees are strictly abided by the rules & regulation as set by the Government of West Bengal. They perform their duty as per duty allocated by the immediate superior authority time to time. Duty allocation chart is enclosed.

    iii) The procedure followed in the decision making process, including channels of supervision  and accountability :-

                All staff are initially accountable to the Officer-in-Charge of this section.  All files routed through D.A.> Nazir  >  N.D.C. >  A.D.M.(G). Meeting with the staff is usually held before taking any important decision.

    iv) The norms set by it for the discharge of its functions :-

                Generally this section has no authority to set up any norms for the discharge of its function.  All officer and staff  strictly follow the Acts &  Rules framed by the Government and as directed by the superior authority.

    v) The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions :-

                W.B.S.R. Part-I & II, W.B.Financial Rules Vol-I & II, W.B.Treasury Rules Vol-I & II and others G.O.s are generally dealt with by this section.
